Most major TV markets have grandfathered A10 stations that would preclude CO-CHANNEL terrestrial operations by Globalstar.  Metros without grandfathered A10 BAS licenses would be available for newcomer 11.5 MHz TLPS, but the economic opportunities for TLPS outside of the major metros seems dubious.</description>
